Congestion Management Process

The purpose of the Congestion Management Process is to document how AMATS evaluates congestion. The process evaluates the system, identifies strategies for alleviating congestion, and recommends transportation improvements that will help reduce the region’s congestion.

Because the region is facing extreme funding challenges, AMATS has put a priority on preserving the existing system over adding additional capacity to the existing road network. This “fix it first” policy limits the amount of funds that can be invested in relieving congestion through adding additional lanes. However, AMATS is committed to alternatives to lane widening to reduce congestion. These alternatives include additional transit service, carpooling, and land use changes.
